Where to Start

Following is an outline of the steps required to submit an application to the Ontario Ministry of Training, Colleges and Universities (the Ministry) for the Ontario Self Employment Benefit (OSEB) Program:

  1. Attend an OSEB/SEA Information Session to find out about the program and how to apply. You can then register your interest in the OSEB/SEA Program and obtain a copy of the Guide for a Business Description.
  2. Meet with a Case Manager/Career Counsellor at your local Career or Employment Service Centre (see local centres here) to develop your Employment Service Plan (ESP) and determine your eligibility and suitability for OSEB/SEA.
  3. Obtain a referral to OSEB/SEA from your Case Manager/Career Counsellor.
  4. Attend an OSEB/SEA Orientation Session.
  5. Complete the Guide.
  6. Submit your Guide for assessment.
  7. Submit, through BERN, the OSEB Application (see the application form here) and supporting documents to The Ministry.
  8. Once approved, sign an agreement with The Ministry and BERN. You can then start your business activities and funding begins.

On average, it takes 6 - 12 weeks to complete these steps.
